BY-LAWS OF THE INTERNATIONAL ASSOCIATION OF Evidence Science

The object of the International Association of Evidence Science is to promote the international development of the evidence science by encouraging collaboration among evidence scholars, lawyers and forensic scientists and the exchange of information concerning data, publications, and documents; to promote interdisciplinary and international communications; and to plan, organize and administer meetings, facilitate research and the preparation of reports, and other projects for the stimulation and advancement of these and related purposes. To achieve these objects the Association will in particular: (a) organise Congresses and international colloquia; (b) cooperate with national and multinational associations of evidence, science and law; (c) provide for the publication of an information bulletin concerning the activities of the association, the proceedings at Congresses and colloquia and any other work considered by the executive committee to further the objects of the association.

ICELFS

Evidence science is a comprehensive scientific theory and methodology which combing the method of natural science and social science to study the evidence collection, forensic service technology, ascertaining the fact of cases and the legal application. Evidence science shows an irreplaceable role on achieving rule of law and judicial justice, which also has more and more perspective on public service. In order to promote international academic exchanges and interdisciplinary studies on evidence science, the Key Laboratory for Evidence Science of Ministry of Education (China University of Political Science and Law) has hosted the first, the second and the third International Conference on Evidence Law and Forensic Science in December, 2007, July, 2009 and July, 2011. In future, the International Conference on Evidence Law and Forensic Science will be an important activity of the International Association of Evidence Science.

Activities

According to By-laws of the International Association of Evidence Science, following activities will be organized: (a) organize Congresses and international colloquia, decide where they are to be held and indicate the subjects for discussion. Congresses will be held at least every six years and colloquia at least every two years;(b)cooperate with national and multinational associations of evidence, science, and law;(c)provide for the publication of an information bulletin concerning the activities of the association, the proceedings at Congresses and colloquia and any other work considered by the executive committee to further the objects of the association.

International Association of Evidence Science Was Formally Founded in Beijing

In the afternoon, July 17, 2011, when the 3rd International Conference on Evidence Law and Forensic Science which was hosted by Institute of Evidence Law and Forensic Science of China University of Political Science and Law was in session, The 1st Plenary Session of the 1st Council of the International Association of Evidence Science was held in Beijing. This plenary session was chaired by Ronald J. Allen, professor of Law School of Northwestern University in USA. Twenty two evidence law scholars and forensic scientists from China, America, Australia, Italy, Israel, Tanzania, Korea, Japan, Hungary, Vietnam, etc. took part in the session. They discussed seriously about the name of the association, object of the association, By-Laws of the association, and proposed the list of candidates of the Council of the Association.

Invitation to the 6th International Conference on Evidence Law and Forensic Science 2017 (ICELFS)

On behalf of the hosts, organizers and sponsors, the Organizing Committee cordially invites you to Baltimore, Maryland, United States, during August 14th – 16th 2017 for the 6th International Conference on Evidence Law and Forensic Science. The 6th Convention of the ICELFS will be the first one held in the United States, after the first four conventions held in Beijing, China and the 5th Convention held in Adelaide, Australia: a move which further marks the success of the conferences to date in attracting an interdisciplinary and international delegation. ICELFS 2017 will examine The Relationship between Evidence Law and Forensic Science. The proceedings will continue the ICELFS tradition of rigorous exchange between the disciplines of Evidence Law and Forensic Science.

The 5th International Conference on Evidence Law and Forensic Science Was Held in Adelaide, Australia

The 5th International Conference on Evidence Law and Forensic Science (“ICELFS 2015”) has successfully held during 2015 July 22-23 in Adelaide Australia, which was jointly sponsored by PRC “111 Plan” of China Evidence Science Innovation and Talent Base and PRC “2011 Plan” of China Collaborative Innovation Center of Judicial Civilization (“CICJC”), while cohosted by China University of Political Science and Law (“CUPL”), International Association of Evidence Science (“IAES”) and University of Adelaide Law School, and organized by University of Adelaide Litigation Law Unit. The ICELF 2015 was attended by more than 220 delegates including evidence scholars and forensic scientists from 15 countries and regions of five continents including China, Australia, U.S., U.K., Swiss, Tanzania, South Africa, etc. The Chinese delegation includes 43 legal scholars and forensic experts from China University of Political Science and Law, Peking University School of Transnational Law, Sichuan University, Southwest China University of Political Science and Law, Beijing Foreign Studies University, Beijing Jiaotong University, East China Normal University, East China University of Political Science and Law, Ministry Of Public Security, China International Economic and Trade Arbitration Commission, Public Security Bureau in Guangzhou, etc. The 25 people CUPL delegation (including 19 professors, 2 full-time researchers, and 4 Ph.D. candidates), led by Professor Baosheng Zhang (Co-Chair of the “2011 Plan” China Collaborative Innovation Center of Judicial Civilization), attended the ICELF 2015. Participants had comprehensive discussions under the theme of ICELFS 2015 – Proof in Modern Litigation: Developments and Reforms in Evidence Law and Forensic Science.

The 4th International Conference on Evidence Law and Forensic Science Was Held in Beijing

The 4th International Conference on Evidence Law and Forensic Science (“ICELFS 2013”) has been successfully held during 2013 July 20-21 in Beijing, which was co-hosted by P.R.C. “2011 Plan” – China Collaborative Innovation Center of Judicial Civilization (“CICJC”) and International Association of Evidence Science (“IAES”), while organized by Institute of Evidence Law and Forensic Science, CUPL, and supported by Key Laboratory of Forensic Toxicological Analysis of the Ministry of Public Security. The ICELFS 2013 was attended by more than 150 delegates from 11 countries and regions, including more than 130 delegates from Mainland China and Taiwan as well as more than 20 delegates from U.S., U.K., Spain, Italy, Netherlands, Hungary, Switzerland, Australia, South Korea, etc. Participants had comprehensive discussions under the theme of ICELFS 2013 – Evidence Science and Judicial Civilization.

The Third International Conference on Evidence Law and Forensic Science Convened Ceremoniously

On July 16 to 17, 2011, the third International Conference on Evidence Law and Forensic science which hosted by Institute of Evidence Law and Forensic Science of China University of Political Science and Law convened ceremoniously in Beijing. 141 evidence law scholars and forensic scientists, who come from 12 countries across five continents, China and Taiwan district, spread out thorough deliberate around the theme of the conference ”Evidence science and Justice Judicial- Present and Future”. In the Opening Ceremony, Professor Huang Jin, the president of China University of Political Science and Law, gave warm welcome speech first, and expressed enthusiastic congratulations on the successful holding of the third International Conference on Evidence Law and Forensic Science. He pointed out that, since the first conference in 2007 and the second one in 2009, the third international conference has grown up to a comparatively mature international forum of evidence law and evidence science, it has become an important platform to evidence law scholars and forensic scientists all over the world to carry out interdisciplinary exchanges.

Review of the Second Session of International Conference on Evidence Law and Forensic Science

The second session of International Conference on Evidence Law and Forensic Science, sponsored by Key Laboratory of Evidence Science of the Ministry of Education (China University of Political Science and Law, CUPL), and co-sponsored by the Northwestern University School of Law, China University of Political Science and Law Publishing House and the Journal of Evidence Science, took place from July 25th to 26th, 2009 in Beijing. Experts from the Supreme People's Court, the Supreme People's Procuratorate Department and other practice departments, together with experts and scholars from overseas and domestic universities such as Northwestern University, USA, Widener University, Forensic Science Institute of University of Central Oklahoma, Oxford University, City University, University of Edinburgh, The University of Windsor, The University of New South Wales, the Australian National University, Dutch Supreme Court, Institute of Forensic Medicine and Forensic Science of Medical University Berlin, Germany, Korea University, Korean National Institute of Scientific Investigation, Forensic Room of Seoul National University, Peking University, Tsinghua University, Renmin University of China, China University of Political Science and Law, Chinese People's Public Security University, etc, participated in this symposium.
